The university as a senior cultural organization, culture is an important foundation and blood for their survival, development, and is also an important symbol and feature of the university. The university campus culture means that in a university environment, school administrators, teachers, students and all staff in education, management, and learning activities in the formation of the sum of material wealth and spiritual wealth, and the formation process, it is a precipitate process of accumulation, and it serves as a link between past and future and makes innovation and development. University campus culture internally oriented constraints, the combination of incentives and mold shaping functions, externally has innovation, promote, radiation and other functions, has an important role for the university itself and even the surrounding areas.With the development of China’s higher education, the number of Newly Established Universities rises. As the school history, school conditions, social and environmental impact, compared to other undergraduate institutions, the Newly Established Universities exist in the construction of campus culture more and newer problems, such as conflict and fusion of different cultures, the quality of undergraduate teaching controversial, system management integration and creating. As to the practice in recent years, the effect of the measures taken for these issues received is less than ideal.Therefore, it is necessary to Newly Established Universities campus culture status and future innovative analysis and guidance, this dissertation aims to expand this concept under the guidance of the concept. The paper uses qualitative and quantitative analysis of a two-pronged approach, to collect information through literature reading, interviews, etc., to describe the status of cultural problems in Newly Established Universities, at the same time point out the reason for the existence of the problems; another way at the same time, it innovatively learns to use the measurement of organizational culture tools-OCAI,and it goes a practically survey which selected many Newly Established Universities, and adhere to a wide range of public objects, multi-channel, deep inquiry to get a first-hand valuable information. Through the collation of data, analysis, research, then to determine the direction and principles of construction of campus culture in Newly Established Universities, and to propose building measures. At the same time, in order to make the findings and recommendations to be of a more practical significance, this paper combines ideological and political education which goes hand in hand with the campus culture, then to give more in-depth and targeted recommendations to campus culture measures.
