Following the reform deepening of the higher education and the continuous scale enlargement of college students in newly-established universities in the recent years, traditional teaching management models and ideas have witnessed enormous change. Under the times background, it is necessary to possess teaching administrators with the characteristics of reasonable structure, stable working forces, high quality and strong service consciousness, remarkable research and practical results in order to enhance the quality of teaching management of newly-established universities. Teaching secretaries are one of the teaching management teams who work at the most basic level and the most forward position, therefore, the construction of teaching secretaries appears particularly important and urgent. As a teaching secretary of newly-established university, the author chooses this topic and makes an investigation based on her personnel work experience, her communication with colleagues and research status at home and abroad.At first, the present situation of the construction of teaching secretaries in newly-established universities is investigated in this paper. By investigation, it is found that there exist some general problems for teaching secretaries in Sanming universities and neighboring local universities, such as:a shortage of personnel, low post appointing conditions and unidentified work responsibilities; low academic qualification, unfit specialties, and short working years; high workload, few recognition and serious job burnout; a shortage of post training, solidification of thinking and obsolete management models; scare opportunity of training, bad scientific research environment and limited creative ability, etc.Then, the basic reasons that result in the current situation are analyzed in this paper. It is believed that there are three main reasons. Firstly, it is insufficient to understand the importance of the construction of teaching secretaries, which include college management’s cognitive deviation of the construction of teaching secretaries and self-cognitive deviation of teaching secretaries. Secondly, there is no long-term planning for the construction of teaching secretaries in university, including a shortage of rational personnel management system; a lack of scientific and normative performance management and motivation feedback system; a lack of post training system and learning opportunity. Thirdly, there is lack of environment to enhance teaching and scientific research.Finally, the author holds that there are five important construction orientations in optimizing the construction of teaching secretaries of newly-established universities after the above analysis with related management theories;(1) to attach importance to the construction of teaching secretaries;(2) to perfect management system of teaching secretaries;(3) to improve performance management and motivation feedback system;(4) to pay attention to the specialized construction of teaching secretaries;(5)to provide the platform of enhancing teaching and scientific research.
