| With the arrival of the knowledge economy, talent has become a vital resource tocontend for in social competition. In colleges and universities, strengthening high-leveltalents introduction has become a necessary means to build a first-class university.However, with the widespread of introducing talents, the phenomenon of abandoningarchives and reestablishing personnel archives has increased.Starting from the basic concept of talents introduction and reestablishing personnelarchives, the preface of this essay analyzed the research status at home and abroad, thesignificance, the innovation point, and the key and difficult points of research.The second part of the essay made a sampling survey. Related data of six collegesand universities sampled from different levels within province was gathered and analyzed,the policies that governments made to promote introducing talents and reestablishingpersonnel archives were referred to.The third part deeply discovered both the internal and external causes of introducingtalents and reestablishing personnel archives. The internal causes are that the weakness infunction of traditional personnel archives caused a lack of information, an old andsingle-faced content and a poor practicality. And the scattered management can’tguarantee the accuracy and integrity. Secondly, the external causes conclude the rapidflow of talents, the intensified talents competition, and personnel archives becoming therestricting factors of normal talent flow.The forth part summarized the pros and cons of reestablishing personnel archives,holding views that talents introduction and personnel archives reestablishment couldmake convenience to the flow of talents, strengthen school faculty, and promote talentscompetition. But the disadvantages outweigh the advantages, first of which is the legalissue, secondly, the authenticity of archives reestablished can’t be ensured, so that thepracticality and the fairness of the talent competition is reduced.The fifth part came up with some measures to solve the disadvantages. Firstly, thelegal construction of personnel archives and the governments’ regulatory shall bestrengthened; secondly, the reform of personnel system shall be accelerated; lastly, various measures shall be taken to attract and cultivate talents. |
