| As the core of educational evaluation, the evaluation of teachers has drawn much attention from the field of education in both its theoretical research and practical exploration, and what is more, it has born many fruits. Effective evaluation of teachers has many functions on teachers'teaching work, such as leading its direction, supervising its execution, diagnosing its problems, inspiring its enthusiasm, as well as promoting its development, and it plays an essential role in the development of schools, teachers, and students. Two teacher evaluation systems, rewarding and punishing evaluation and developmental evaluation of teachers system, are exiting in our country.Along with the step-by-step curriculum reformation of fundamental education, evaluation reformation of teachers catches the eyes of many teachers and researchers. Meanwhile, two quite different attitudes have arisen: either sitting on rewarding and punishing evaluation of teachers system or only following, developmental evaluation of teachers, which is not applicable. Therefore, it is quite meaningful that we should build up a quite applicable system of evaluation of teachers through detailed comparison and analysis study and integration between these two system evaluation of teachers.Based on comparing and analyzing the above two teacher evaluation systems, we point out that single rewarding and punishing evaluation system of teachers or developmental evaluation of teachers, which has its own shortcomings. Emphasizing on any side, award and punishment without considering development or on the contrary, are both unilateral evaluation. To implement a new evaluation of teachers in our country is not a simple process of destroying old and develop new things, it is rather a scheme which keeps the old at the same time promotes the new step by step, a scheme aims to wipe off the old by developing the new, at last sets up a multiple evaluation system innovatively.
