With the rapid development of economy, and people’s living standard hasimproved significantly. At present, the majority of parents have experiencingincreasing demand for the high-quality and diversified pre-school education.Meanwhile, the Party and state support the development of pre-school education by avariety of measures and policies than ever before, which keep sustained and rapiddevelopment of pre-school education in our country. In recent years, with the arrivalof the baby boom, the phenomenon of “kindergarten crunch and admissionexpensive” has occurred in many cities. In view of this kind of phenomenon,governments try to promote the reform of preschool education. This is a importantinnovation to build the pre-school education service system through governing bynetwork. The shape of governing by network make up for the inadequacy ofgovernment resource, make the best of social forces to promote the development ofpre-school education. In the operational process of this pattern, the government,enterprises, social organization, individuals and other participant bodies participate ingoverning process in different ways. However, there are some problems in theoperation of pre-school education service network which highlights goalincompatibility of participant bodies,“fragmentation” in network management, thelack of good communication and negotiation, a blind area in management and so on.How to solve these problems effectively and promote the remarkabledevelopment is a critical problem. Network government theory take the governancetheory much further which put more emphasis on the partnership between governmentand enterprise, social organization and individual citizens. It crosses boundariesbetween organizations by information technology to better share information andachieve the management goals through Cooperation and Common-governing.According to the theory of governing by network, the author explores thesolutions of pre-school education problem through the case study of preschooleducation service work in Zhengzhou. Firstly, the author tries to reset the role of thepoly-government bodies to promote public value. Secondly, we should establishlinkage which is beneficial to network forms. Thirdly, the pre-school education structure valuing highly responsibility should be built. Fourthly, the author suggesttrain the ability of network governance on the competition.
