With the development of economic society and the awakening of citizens’ consciousness, parents’ quality requirements and participation willingness toward early childhood education public service also increase gradually. Facing the high-quality and diverse demand of the parents of 0 to 6 years old children on the early childhood education public service in S-District of Hangzhou, the government of S-District has already provided the basic childcare and education services for children aged 3-6, and a few for children aged 0-3. However, from the perspective of a higher level of early childhood education public services, there still some realistic problems exist in the early childhood education of S-District, such as the low level of home-school interactions, the low participation degree of parents, and the sluggish development of childcare and education services for children aged 0-3.The researcher used the methods of investigation and in-depth interviews to widely investigate and study the current situation of early childhood education public services in S-District, to summarize the advantages of the public services, to excavate the problems and challenges in the inherent mechanism. Based on the application of network governance theory to the governance of early childhood education public services, combined with the structure of network governance theory and the existing resources of governance subjects in S-District, explore the network governance mechanism which can promote the level of early childhood education public services.It is believed that the childcare and education services for children aged 0-3 or children aged 3-6 own different governance structure and mechanism respectively, according to the different development degree and foundations. For childcare and education services for children aged 0-3, the third party organizations rooted in communities should integrate the childcare institutions under the management of the Government, qualified childcare organizations in the market, and non-profit organizations that provide early childcare services, to construct the network governance mechanisms to meet the citizens’demands. As for the latter, the Government should mainly rely on public kindergartens, incorporate the private sectors, the third party organizations and the citizens into the governance network, built the information sharing and exchange platform based on the existing bureaucratic service system, develop performance assessment and responsibility mechanism, coordinate the relationship between them, solve the existing governance mechanism disadvantages, to promote the early childhood education public services.
