The Policy Analysis On Land-lost Peasants’ Employment In Current China

The urbanization, which is the general rule of world economic development, is the road of different countries move toward economic prosperity and become the developed country which must be taken. The step of constructions of urbanization is speeding up with solid advancement of socialism harmonious society in China. Following this process, the rural collective land has been being transformed rapidly as the urban development land, and the farmers who lose them own land become the land-lost peasants inevitably. In recent years, there is an increasing issue in society that lots of the land-lost peasants not only loss their land merely but also miss employment opportunities, life guarantee and collective assets because there are some problems in the land expropriation process, such as the low standard of compensation, the unreasonable distribution mechanism of land increment income, the defective settlement system. As a result, the land-lost farmers lost their low cost life-style which they had and development style. It is the portrayal true that the land-lost peasants have no land to cultivate, have not enough opportunity to employ and have no social security to guarantee. For the farmers who lack of fund and labor skills and have low educational level, losing the land is equal to unemployed. With the decreasing of limited fee of settlement and compensation, the status of land-lost farmers’ employment is deteriorating and their survival problems become more and more significantly. The employment is foundation of people’s livelihood, how to solve the land-lost peasants survival problems, especially their employment problem, which is not only the key point which the current government urgent to solve but also the attentive focus of all social sectors. The employment policy is one of important tools which are used by government to implement the social whole employment planning and maintain and guarantee the public interest, which plays a significant role in the promotion for the land-lost peasants’ employment. Therefore, the key solution to the problems of the land-lost peasants’ employment is that making scientific and rational employment policy and giving full play to the employment policy in the promotion for the land-lost peasants’ employment..This thesis includes six parts. The first part is the introduction. In this part we remark the original selecting reasons of this thesis briefly, summarize the domestic and foreign present research situation elaborately and define the related conceptions and introduce the relates theory. Besides, we show that research methods and the innovation about this thesis. The second part is chapter one. In this part, we review the related employment policies about the land-lost peasants’ employment, outline the overall condition of the land-lost peasants’ employment as well briefly. We also summarize the realistic performance of he land-lost peasants’ employment regarding Linyi, in Shandong province as the case study The third part is chapter two. In this part, we analyze the Existing Problems of the land-lost peasants’employment form the prospective of the process of policy implementation, the land-lost peasants themselves, the organizations of policy implementation and policy environment respectively. The forth part is chapter three. We analyze the production reasons of the policy systematically. The fifth part is chapter four. We propose some countermeasures to optimize the employment policy for land-lost peasants based on the forth part. The sixth part is conclusion.The innovation of this thesis is to present on a brand new research view about the land-lost peasants’ employment. At present there are numerous researches on the land-lost peasants’ employment, there hardly is the research on the land-lost peasants’ employment from the angle of the policy, though. It is no doubt that defining the employment policy of land-lost peasants’ employment scientifically and rationally and giving full play to the policy will have great real and theoretical meaningful in promotion for the land-lost peasants’employment...
