Research On Both Causes And Countermeasure Of Land-and-sea-lost Peasants’ Re-employment Plight

With the accelerated process of city, the land and sea of farmers and fishermen continued to be expropriated by government, and as a result, more and more farmer and fishermen lose land and sea. Due to the lack of the original production data, their re-employment is facing severe challenges. In the face of these challenges, the local government how to play the corresponding function is important, as the key to sustainable development and social stability.This paper is based on a large number of literature, and take Xindian town of Xiamen city as an example. According to the re employment situation, analyse the internal and external factors of their re-employment-difficulty, aim at achieving a win-win situation through policy output, and to provide reference for government decision-making.This paper consists of the following five sections:The first part is an introduction, including a review of existing literature bote at home and abroad.The secend part is based on the data to introduce the re-employment current situation of the landless peasants and the fishermen who lost sea.The third part is the answer to the question that what lead to the re-employment difficulty.The fourth part put forward the countermeasures for the re-employment by the government.In the fifth part, the author of paper describes the research findings and research prospects.
