In recent years, as our country makes fully efforts on poverty alleviation, most places in our country has change its face, but it still exists poverty in some rural villages. The respondents in this article belong to one of 25 poverty villages in our country. Even the income of villagers is developed, the hat of poverty is still on their head. As the degree of poverty alleviation practice becomes more and more deep, the villagers as the core,how to make a difference, in order to make sure the effect and measures of solutions is the issue which need to be deep investigated.This paper includes five parts as follows:First, introduction. This part introduces the background and significance of the topic of this paper, describes the current situation of the relevant researches at home and abroad, defines the core concept of this paper and outlines the innovations and deficiencies of this paper; Second, theoretical research. This part introduces the connotation, core elements and theoretical suitability of the participatory development theory; Third, current situation research. This part masters detailed data through researches, briefly describes the general situation of the researched villages, and then summarizes the current situation of the poverty alleviation of four villagers; Fourth, problems and reasons. This part combines with the participatory development theory to carry out the extraction and sublimation of the problems found in the research, puts forward some problems existing in the current poverty alleviation work such as the lack of participation depth, breadth and sustainability of poor villagers, and attributes the reasons of the problems to the lagging development concept as well as the lack of cooperation, empowerment and capacity of main participants; Fifth, countermeasures. This part first analyzes the necessity and feasibility of the application of the participatory development theory to the rural poverty alleviation, and then proposes the corresponding countermeasures from four aspects including development concept, subject diversity, empowerment and capacity building in order to enhance the effectiveness of poverty alleviation.The innovations of this paper may include two aspects, namely, research perspective and view. In terms of the innovation of research perspective, this paper makes a research on the poverty alleviation model in rural China by virtue of the participatory development theory and puts forward a participatory rural poverty alleviation mode to change the previous practice that the government sings ’one-man show’ and reshape the relationship between the government and villagers. Villagers are included into the decision-making system of the poverty alleviation project to improve the scientific of government decision-making, thereby contributing to the development of rural poverty alleviation and achieving long-term peace and stability in rural areas. In terms of the innovation of research content, this paper puts forward the participatory development theory and complete theoretical framework, and based on the study of relevant literature, summarizes four core elements of the participatory development, namely, concept, subject diversity, empowerment and capacity. In addition, this paper applies theory to analyzing the problems in practice and combines theory with practice to build a path to the participatory poverty alleviation.
