The implementation of family planning policy makes a significant contribution to the control of the population in China and the sustainable development of the resources and environment, but also leads to a large number of married couples in planning family face serious old-age security problems, especially in the vast rural areas where the social old-age security is still widely missing. How to provide old-age security to the married couples in planning family in the rural areas has become a pressing issue. There are many scholars have been studied this issue, but the research results lack of the role of policy guidance, they can not answer such questions: Choose which security model, how to develop the security system.This paper set a social old-age security model for the planning family in rural. Research how to select specific policy parameters ,how to connect the different groups in the same policy, demonstrates the feasibility and innovative of the security model based on simulation calculations take Huzhou City in Zhejiang Province as an example.The paper contains five chapters. Chapter One, Introduction to the background of the research, outline the purpose of the paper; Chapter Two, analysis of the idea of connecting of the family planning policy and rural social pension insurance, based on the difficulties in process of starting the rural pension insurance system and lack of protection of planning family in rural; Chapter Three, analyze the models, including the financing models, management mechanism, the impact of factors on overall the protection mode, the third chapter is the focus of this article; Chapter Four,. demonstrates the feasibility and innovative of the security model based on simulation calculations; Chapter Five, summary of the content, innovation and the short points of the paper.
