This paper focuses on the relations between high-tech industrialdevelopment zone and urban development and uses growth pole theory andother theories of regional economy to analyze now hi-tech industrialdevelopment zone becomes the growth pole of urban development and itsspreading effects on urban development as growth pole from the perspective ofregional economy. By analyzing the spreading effect of the functions andapproaches of high-tech industrial zone on urban development, fitnesslandscapes theory in ecology and the analytic procedures of NK model arecreatively introduced for function deviation problem in the spreading processof the high-tech development zone. Under the simulation of regional economicecosystem, the data of52well-developed national high-tech industrialdevelopment zones are used to analyze the fitness of the scale, technology andtalents of high-tech industrial development zone. The difference in thespreading process of the high-tech industrial zone has been acknowledged andthe BP model simulation test of artificial neural network has been passed. Inthe end of the paper, further policy direction suggestions have been given,according to the different situations of high-tech industrial zones. Thesesuggestions aim at promoting the effect of the spreading effect of high-techindustrial zones on urban development.
