Study On Cultivated Protection In The Proess Of Urbanization In Kangle County

China has the most strict arable land protection rules in the world. In the mean time, with the development of industrialization and urbanization, a large population has centered to the city, which will certainly lead to increase land demand in industry, residence and public infrastructure. Now how to harmonize the relationship between industrial development and cultivated land protection, and to keep the economic growth continuously is still a main task in our country in the future.Based on theory and experience, taking Kangle County as the empirical research area, my research makes qualitative and quantitative analysis of its current situation in terms of cultivated land protection pressure, land use degree, cultivated land increase possibility and the implement situation of cultivated land protection policies in the process of urbanization. Given food security, this article finally gives suggestions about how to protect cultivated land with the help of administration, economy, law, finance, technology and propagation to ensure coordination between urbanization and cultivated land protection. The results of my research are as followed:(1) The proess of urbanization has followed a rapid pace, which has brought great pressure to the cultivated land protection. The urbanization rate is rising, from4.81%in2000to6.80%in2009, and will rise to10.20%in2015,14.31%in2020as forecasted. In the process of urbanization, the cultivated land in Kangle County has been decreased as its trend showed. From43829.32hectares in2000to43386.9hectares in2009, and will demise to42498.07hectares in2015,42157.08in2020as focecasted. According to "The twelfth five year plan in Kangle", the urbanization rate in Kangle should be10.64%; furthermore, according to "Linxia general land use planning"(2006-2020), cultivated land being occupied for the purpose of construction should be kept within106.9hectares, but actually in Kangle, the city planning area is1285hectares with the status area is362hectares, and if implement "Kangle general land use planning"(2010-2020), the number will exceed708hectares.(2) The cultivated land in Kangle is decreasing year after year, and the land use characterize intensive in this process. From the year2000to2005, then to2009, the number of Left-behind rural main labor force is decreasing too; less and less agricultural investment had brought in less and less yield in per unit, the same situation in net income of farmer. For chemical fertilizer, the investment in2000is7891tons, then in2009is3846tons; for seeds, the investment in2000is167tons, then in2009is253tons; for yield in per unit, in2000is216kg, and in2009is167kg; for net income of farmer, in2000is972yuan, and in2009is752yuan. Other reasons such as pollution and land degradation has added pressure on cultivated land, fast increase in population and the change in diet structure added pressure in food demand and the food security in Kangle.(3) The comprehensive improvement of rural land can increase some cultivated land by release certain land for construction purposes in theory, but actually it is difficult because it needs pure long time; and it can’t ensure the quality of added cultivated land. Based on the actual results of cultivated land consolidation in recent years in Kangle and the potential cultivated land consolidation analysis, I assumed that by the year of2020, it will add941.92hectares cultivated land with this method. After analizing the potential capacity of rural residential land consolidation, it can conclude that it will add474.46hectares effective cultivated land with this method. The backup land which can be used or supplied in the cultivated land use is distributed every town in Kangle, but the effective ones are rarely not that much. So it is of little possibility in adding cultivated land through land reclamation.(4) When it comes to the evaluation of administrative performance, the urbanization level is a dominant index. But the fact is that the evaluation of governments in all levels、all places in our country doesn’t include the achievement of cultivated land protection which can learn a example from "family planning". In the process of land expropriation, landless peasants are always the disadvantage ones, unable to protect their legitimate rights and interests, in turn cannot protect cultivated land effectively.(5) Given the problems listed, the article gives suggestions as followed:improve cultivated land protection consciousness; implement land registration; reform land tax system; improve agricultural products prices; improve ecological compensation and local financial system. The final goal is to ensure cultivated land protection with the help of reform and improve property right system、effective circulation system and the "occupy-filling balance" system in cultivated land.
