Urbanization is inevitable trend and demand for the economic development and social progress . urbanization can bring about great changes of economic relationships, through exploiting lands on a large scale, we enhance arrangement of the industrial area, and the regional economic has also been enhanced. However, during the urban development progress, due to the increasing population, urban exploited activities of various types inevitable use a lot of resources as arable land ,so that the urbanization and Cultivated land protection protection become acute . Changsha city of huanan province as an important region, urban land use and expansion increasingly occupid more areable land, which caused a profound impact on the socio-economic development and food security. Therefore how to find a viable solution to release conflict between urban development and Cultivated land protection protection is an urgent need of the academic and government.On the basis of the demestic and foreign research results ,this paper ,according to current urbanization level and situation of land use in Changsha. This paper takes the date and relevant materials of the period from 1999 to 2009 as foundation, under the guidance of city ceonomics, land policy science,urbanization theory and sustinable development, takes many kinds of qualitative and quantitative approaches as methods. This paper mainly carries on research into the review and future, the course of Cultivated land protection changes,and current situation in changsha , studied the correlation between urbanization and change of Cultivated land protection area, on the basis of different impact which urbanization brought about on Cultivated land protection and lost land farmers, take some corresponding measures for efficiently improving the harmonious development of urbanization level and farmland utilization.
