Being the inevitable trend of China’s economic construction, urbanization is the road one must follow to achieve agricultural modernization, industry intellectualization and informatization. Urbanization makes great contributions to economic growth, and is also the key to stimulate domestic demand. However, urbanization would occupy a large number of cultivated land, and consequently, the loss of arable land threatens the food security. The fact that the arable land per capita in China is below the global average urges the government to protect cultivated land resources to guarantee food security. On the other hand, urbanization inevitably requires the occupation of cultivated field. Under such a circumstance, the study of cultivated field protection in urbanization is of practical significance. Jilin Province, as the base of nationwide commodity grain, with its natural advantages in farming, makes it of significantly meaningful to study its cultivated field protection.This paper is composed in five parts:The first part discusses the background and significance of the topics and the current studies on farmland protection in domestic and foreign urbanization.The second part, as the theoretical support for this paper, expounds relevant theories in urbanization and farmland protection.The third part analyzes the current situation of urbanization in Jilin province, then makes qualitative and quantitative analysis of the relationship between urbanization in Jilin province and amount of cultivated land. It ends up with the conclusion that there is a positive correlation between urbanization and the amount of farmland in Jilin province. Then, after analyzing the role Jilin province played in guaranteeing the safety of national food supply, it shows the necessity and urgency to protect farmland for Jilin. Lastly, it provides the basis for suggestions by elaborating problems in farmland protection of Jilin.In the fourth part, after carding policies in protecting farmland in Jilin, it evaluates the effects of these policies. It reveals that although these policies made some achievements in promoting the amount of farmland, it was ineffective in protecting the quality of farmland. This may be the result of emphasizing in quantity but not quality for governments at all levels in Jilin.By borrowing ideas from successes in protection of farmland in domestic and foreign countries, the fifth part provides some suggestions in protecting farmland, for example, stimulating the potentials of the stock of land, promoting the urbanization of migrant workers, encouraging farmers to protect farmland.Previous documents mainly assess the quality of cultivated land from the perspective of geology and soil science. This paper targets on food security, based on economic theories, puts forward a revised yield index. It’s a virtual innovation. Besides, this paper appraises the effects of policies in protecting farmlands, from perspectives of quantity and quality, which is also a new try that previous studies never had.
