The multiple source evaluation is an assessment method through the staff,his superiors, colleagues, subordinates, customers and so on. The staffs definetheir strengths and weaknesses through the evaluation made by differentassessment subject who understand their work performance, to improve theirown quality and performance objective. In recent years, this assessment methodgets more and more extensive application and trying in China, especially in thepublic sector. In public sectors, many works can’t be quantified and evaluation,average distribution, uneven distribution of the work, and the assessmentinjustice phenomenon still exist, to some extent dampened enthusiasm foremployees. The multiple source evaluation method for their functions designedto solve the above problems and improve organizational performance possibly.A lot of research shows that, the organization citizenship behavior andorganizational performance has close relation of ascension. The author with empirical method, and in part of the government organs, institutions of theemployees in interviews and questionnaires, in order to be tried in a feel of the“the full source evaluation degree” as the independent variable andorganizational citizenship behavior as the dependent variable, research indifferent degrees of multiple source evaluation and organizational citizenbehavior performance. At the same time, the reserch reveals the mechanism oforganizational justice, job satisfaction, instrumental expect to the occurrence oforganizational citizenship behavior, get the following main conclusions:The multiple source evaluation has a positive influence on theorganizational citizenship behavior of public sector employees;The multiplesource evaluation has indirect effect on the organizational citizenship behaviorthrough the staff motivation and attitude.Through the research found that the multiple source evaluation can promoteemployee organizational citizenship behavior occurrence, including morealtruistic behavior, conscientious, protecting the resources of an organization,this is to promote the public sector performance levels, public satisfaction anddepartment image to have the positive role. However, we also found thatmultiple source evaluation used in Chinese public sector still exist manydisputes and the difficulty, plus the impression management motivation ofemployee, objective evaluation for the organization citizenship behavior andperformance increases difficultly. If use undeserved, this method will be insteadof tools, the distortion of the system to use, may damage organization culture, reduce work efficiency, contain staff development and growth. This articlethrough the positive and negative two aspects of the organizational citizenshipbehavior of public sector employees in multiple source evaluation method,analysis, and using the results of the study in the public sector and use thepractice of puts forward some suggestions.
