| Since put forward in the 1980s,organizational culture theory has played an important role in the management of organization,and has continuously attracted the study enthusiasm of academic.Meanwhile,as a spontaneous nature of the "role of behavior",organizational citizenship behavior also has increasingly focused the academic attention gradually.This study attempts to explore the relationship between organizational culture and organizational citizenship behavior in the public sector,try to analyze the relationship between organizational culture types and organizational citizenship behavior,proposes some suggestions on how to optimize the organizational culture of the public sector and improve the citizenship behavior of the public sector.Based on the investigation of the organizational culture of 53 people in the People’s Procuratorate of a county in some province,this paper draws the following conclusions:(1)The grass-roots cognition of the existing public sector organization culture type is generally hierarchical,tribal score slightly inferior to the hierarchical type,market-oriented and temporary institutional-type score lower.(2)The overall score of China’s grass-roots public sector organizational citizenship behavior is at a relatively high level.Among them,to help colleagues,dedicated law-abiding,interpersonal harmony score higher,public and private,recognition of organizational dimension score is relatively low.(3)There is no significant differences in organizational citizenship behavior under background variables such as gender,age,education background,work experience,position and income.(4)There is a significant positive correlation between tribal organizational culture and organizational citizenship behavior;market-oriented,hierarchical culture and organizational citizenship behavior has a significant negative correlation on organizational citizenship behavior;temporary institutional culture does not have significant correlation on organizational citizenship behavior.(5)The organizational citizenship behavior under different organizational culture cognition is significantly different,and the organizational citizenship behavior under the tribal culture cognition is superior to the hierarchical style,the organizational citizenship behavior under market culture is some swing,which is inferior to the organizational citizenship behavior under the tribal culture.To this end,for improving the organizational culture,stimulating better organizational citizenship behavior,the grassroots public sector can act from culture,organization,leadership character and task character four aspects.From the culture level,adhere to the people-oriented to create a harmonious atmosphere,building a service-oriented government to cultivate the spirit of public administration;From the organizational level,the sector should pay attention to the dual incentives in spiritual levels,to strengthen the exchange and cooperation of all employees,focus on their needs and career development;From the leadership level,gradually changing from transactional leadership to transformational leadership,Strengthening the participation of employees in the collective decision-making position and the vertical and horizontal communication between the staff in organization,building a harmonious leadership-member relationship;Once again from the task level,the sector should enrich the work contents of employees by appropriate post rotation with reasonable design and operation,while focusing on performance feedback to help employees to improve performance and enhance the overall effectiveness of the organization to inspire employees to higher quality,to achieve the individual staff and the collective development of the organization.At the same time,in order to avoid the negative effect of organizational citizenship behavior escalation,leaders should fully and rationally use the "hidden incentive" means,to prevent the excessive use of "explicit incentives" weakening the intrinsic motivation of civil servants organizational citizenship behavior. |
