analysis method. We found that the project has a great development potential throughthe analysis upon on social environment, regional environment, political andeconomic environment. Meanwhile, we will face more opportunities than challengeswhen operating the project after we analyzed the qualifications of the project, teamconditions and the project operation condition. Yet, we also found that this projecthas a great value space through the survey of the potential customers and marketsupply&demand. We determined the four kinds of alternative development programscombining with the above analysis. Preliminary, we determined that Project A UrbanComplex is a model of development with the driving force of office building. Then,we selected the most suitable for the project development plan in the above schemethrough the expert group evaluating indexes and QSPM matrix analysis.Finally we established the rational marketing strategies based on the abovedevelopment model.Through the forecast upon its cost and economic benefits, wethink that this project has a major profit space, as well as of great value in society. Wehope that the analysis of the paper will guide the developing process and actualresults of the project can verify the positioning accuracy.
