In Beijing and Tianjin, the energy-saving and emission-reduction goal is strictlyquantified in the12th Five-Year Plan. In order to finish this achievement, it isnecessary to make great efforts of different degrees for each industry. Recently, manyresearch refers to energy-intensive sectors, ignoring the Non-Energy-Intensive(NEI)industry whose economic contribution is significant. Especially in the centrallyadministered municipality such as Beijing and Tianjin, there is substantial potential inthe NEI industry. Therefore, it is still quite important to consider the energy efficiencyof NEI industry. Otherwise, Beijing and Tianjin are in the Beijing-Tianjin-Hebeieconomic zone. Then comparing and studying the energy efficiency of Beijing andTianjin from the perspective of coordinate development of regional economy, it isbenefit for the two cities on reasonable allocation of resources and systemic energysaving.Based on this background, the literature summarizes the theory of energyefficiency and data envelopment analysis(DEA) both here and abroad. It is found thatthe most research of energy efficiency is among countries or regions, although a littleis about industry, it inclines to explore the potential of energy-intensive industry.Using DEA, the energy economic efficiency model and energy environmentalefficiency model are built for the NEI industry in Beijing and Tianjin. The mainresults are as follows: firstly, the energy macro-efficiency of NEI industry of Beijingis lower than that of Tianjin, and there is more room to improve for NEI industry ofBeijing. Secondly, during the observation period,the energy economic efficiency andenergy environmental efficiency of NEI industry of Beijing is higher than that ofTianjin. From the point of science and technology input,the scientific funds and laborforce of Beijing which are input in the high and new technology industry are morethan those of Tianjin, while scientific input in traditional industry of Tianjin is higher.And this difference is one of the reasons for difference in energy efficiency betweenNEI manufacturing industry of Beijing and Tianjin. Last but not least, in the period ofobservation, the contribution to the environment of NEI industry is higher than thecontribution to the economy in both Beijing and Tianjin in2009.Based on the above results, the evaluation of the specific development of variousNEI manufacturing industries are put forward, and the input constitution of energy types, the development and application of new technology, the industrial constructureand policy guide of Beijing and Tianjin efficiently are the main judgement basis. Inthe view of the statistical methods,DEA,cluster analysis and correspondence analysisare reasonable and applicative for energy efficiency research, in addition, otherpossible methods are listed.
