Energy intensive industries is the kind of industries with largest potential of energy saving and emission reduction,under the national strategy of innovation driven development,it's urgent to use technology innovation for transform and upgrading.The paper constructed a complex system model of synergetic development which including energy intensive industries'technology innovation,energy saving efficiency and emission reduction efficiency,and measured the synergetic development degree among the subsystems.Then using PEST method to analyze the influencing factors that influence the system's synergy,and building regression model to study their influence degree and direction.Finally,according to the results of synergetic degree measurement and influencing factors analysis designed a synergetic development mechanism of energy intensive industries' technology innovation,energy saving efficiency and emission reduction efficiency.Specific research conclusions are as follows:First,during the period of 2004-2013,the synergetic degrees of energy intensive industries' technology innovation-energy saving efficiency-emission reduction efficiency,technology innovation-energy saving efficiency and technology innovation-emission reduction efficiency was generally rising on the whole,but in 2014 and 2015,it were declined.And during the 2004-2015,the synergetic degree of technology innovation-emission reduction had been a trend of fluctuated rise,especially in the last two years the situation were good.Second,the multiple regression analysis results showed that,the nine factors all had significant impacts on energy-intensive industries' synergetic development of technology innovation,energy saving efficiency and emission saving efficiency.In addition to the influence of proportion of state-owned assets was negative,the others' influence were all positive.And the technical factors of state-owned scientific research institutions' industries proportion and industries proportion with scientific research activities' influence were biggest,but the economic factors of industry profit margins' influence was minimized.Third,the synergetic development of technology innovation,energy saving efficiency and emission reduction efficiency needs dynamic mechanism,synergetic mechanism,constraint mechanism and risk management mechanism' mutual support.
