In the next20years, China is faced with important development opportunities andchallenges. As the main energy basis which is supporting rapid and steady development ofnational economy, the coal industry is responsible for an important historic mission.Furthermore, groups of good talents become the important foundation ensuring the sustained,rapid, safe and healthy development of coal industry; furthermore, it is the critical factor thatcoal industry can fulfill its historic mission. Human resources development and managementof Shenhua Xinjiang Co. failed to adapt to the requirements of rapid development in theaspects such as unsuitable amount, structure and quality of personnel, shortage of high-level,highly skilled, innovative and versatile talents, weak ability of training and abstract high-levelpersonnel, inadequate human resource development mechanisms, enthusiasm and creativitynot been fully exploited, brain drain et al. The current situation has affected coal mine safetyproduction further development. Facing the personnel challenges in Shenhua Xinjiang Co.,it’s very urgent to build a sound human resources development and management system inorder to break plight of human resources brought with the rapid development of ShenhuaXinjiang Co.Combined with real situation of Shenhua Xinjiang coal company, with domestic andinternational human resource theory and methods, survey methods, and statistical techniques,this study analysis the composition of education, age, profession, job title, skills of8567employees in Shenhua Xinjiang Co. Based on investigation, discussion seminars, and othersurvey of355employees, this study comprehensively and profoundly studied status,characteristics, problems the underlying causes of human resources development andmanagement in Shenhua Xinjiang Co.Based on the promotion continued, safe and healthy development, and construction ofhigh-quality coal industry personnel, this study proposed the company should be inaccordance with the general idea that “based on the existing, improve quality; improve the environment, gradually introduced; improve the mechanism, provide protection ", tostrengthen human capacity building as the key, to adjust and optimize the personnel structureas the main line, to attract, develop and use of talent as a focal point, and vigorously promotestrategy of talents in Shenhua Xinjiang Co.This study provides the solutions of Xinjiang human resources development andmanagement system from eight aspects including human resources forecasting and planning,performance appraisal system, compensation management system, and training system, theintroduction of mechanisms for personnel, corporate culture and optimizing workingenvironment.
