The Research Of Chinese Industrial Cluster Policy

In recent years, the increasingly rapid development of industrial cluster, demonstrating its vigor and strong growth, has become one of the vital forms in promoting the local economic development. In order to realize the healthy development of industrial cluster the industrial cluster development policies are particularly important, and the possibility of establishing a correct and rational policy of industrial cluster has become a major test of the local government. At present, although all levels of government have made various policies, the implementation of the policy results are not satisfactory, which turns out not to help and support of industrial cluster to achieve better or more successful development. That is because the government has not chosen a good set of correct formulation industrial cluster policy idea and method. Under such background, the writer aims to help the government find a more reasonable framework for cluster policy.This paper begins with the status quo of industrial cluster policy in China, after the analysis of the cluster policies with the government at all levels and compares the foreign industrial cluster policy, it is time to identify industrial cluster in China's unreasonable policy, meanwhile, further study the industrial cluster formation mechanism, dynamic mechanism, developmental stage, type of feature, from which, this paper will draw a conclusion on the industry cluster policy development framework on the basis of the objective laws of development of industrial cluster, and provides a new path for reference. Finally, practical examples validate the model, makes the model more convincing.After analysis, this paper offers a main idea of the framework for the cluster policy. The formulation industrial cluster policy needs to respect formation rules,and helps the industrial cluster to produce smoothly. The formulation industrial cluster policy shall be guide and nurture industrial cluster dynamic mechanisms to promote the sustainable development of industrial clusters. The formulation industrial cluster policy must aim at the different period which the cluster develops, thus guarantees in each stage smooth development as well as during different period transformation in turn. Making the industrial cluster policy shall be based on the different types of cluster, thus enable each type industrial cluster can develop with its own style.
