The reserch analyzed tourism resources and management policies in SoutheastGuizhou Minority Villages, the necessity of ethnic minority village communityparticipation in tourism development and management, and the lack of minority villagescommunity right to participate in the development and management of tourismresources. From the Western system and the real differences in the rights configurationbased differences, as a precondition of the sustainable development of the minorityvillages to discuss community involvement and interest groups as the starting point toanalyze the reasons to participate in the rights missing, and participation in the rights ofmissing correction recommendations. The main conclusions and recommendations ofthe study are as follows: The main conclusions: rich economically backward State ofSoutheast Guizhou Ethnic Villages in tourism resources, investment in businessdevelopment management model introduced under the government-led nationalcharacteristics differentiated weakened, the uneven distribution of power among thedeveloper,villagers, tourists and local government caused the imbalance of the state ofSoutheast Guizhou Ethnic Villages in the distribution of benefits. The system tourismmanagement of Guizhou Qiandongnan state minority ethnic village showed a stronggovernment oriented management in macroscopical and microcosmic levels theminority village community is lack of participation in right flaw and informed andparticipate indecision-making mechanism and ability in tourism management. Theordinary farmer village tourism development and management is poor informed aboutin the Tourism Management and is lack of opportunity to participate in decision-making.The two levels lack of right to participate in the Game of the tourism management causea disadvantage. From the Western system and the real differences of view, thedifferencebetween the System Environment of Western civil society and farmers’ own quality, thedifferences of approaching caused the difference of the rights configuration. thevillagers’ demands for the scenic area is not very strong,their primary concern is how toimprove the living level.With the continuous development of the tourist attractions inthe minority villages,the government and developers of monopoly power led to thelack of rights of the minority villages the villagers to participate in the management ofscenic development. Based on the ethnic minority village community level, thedifferential pattern of rural power center village management to rural communitieswithin the distribution of benefits, ordinary villagers deprived of their rights in themanagement of community-based tourism. Analysis of ethnic minority villages in therelevant interest groups found that the lack of informed and participatorydecision-making mechanisms and management of macro-tourist community, ordinaryvillagers’ side. National Tourism in the development of the main covered by villageresidents, local governments and foreign investors.
