The21st century is the knowledge economy time and the competition betweenenterprises is getting more intensely.So the main point of gradually changed to thecompetition of talents.Enterprises which want to survive and thrive must establish apowerful and stable team. Hunan valin wire and cable company is a state-ownedshareholding enterprise and it is now facing many challenges and human resourcemanagement is one of the key points.It is ensurance to make the company survive inthe violent competition and realize its strategy. Therefore, the research on HumanResource Planning is much important.This article is to take the formulation and implementation of Valin Wire andCable's human resource planning as the research topic. First?this paper summarizedthe strategy and HRP theory, then analyzed the current human resource situation ofValin and used PEST analysis method,Porter Five Forces Model and SWOT analyse tofind out the problems and its reason in the human resource management.Third, on theanalysis of the demand and supply of Valin, the paper formulated company's humanresource planning. Finally, I brought forward the supporting measures of the planningimplementation from the perspective of organizational structure, corporate culture.Through the analyse of the current situation and the fomulation of the planning,we could get an deep and objective assessment on the company's human resourse status, also we made conclusions as follows: first, formulated relevant different employers'career planning,employers' training planning and talents management planning;second, paid more attention to overcome the obstacles generatedby the subjective consciousness or the objective circumstances in the implementprocess; third, to strengthen the organization construction, institutional buildingand cultural development to make sure the human resource planning could becarried out smoothly.
