Risk Assessment Of Indemnificatory Housing Projects Based On Whole Life Cycle Theory

China has built up the largest government-subsidized home system in the world,and will continue to improve the system and increase indemnificatory housing during the 14 th Five-Year Plan(2021-25)period with the target of "meeting the housing needs of all people".With the rapid expansion of indemnificatory housing,there are many factors affecting the risks of indemnificatory housing.It has limited the effectiveness of indemnificatory housing.Therefore,there is theoretical and realistic significance to realize the comprehensive management of risk identification,assessment,early warning and prevention and control throughout the whole life cycle of indemnificatory housing to enhance the quality of indemnificatory housing and improve the housing conditions of the disadvantaged groups.Firstly,this paper studies and analyses the current situation of domestic and international research on indemnificatory housing,and also explains in some detail the theories related to indemnificatory housing and risk management,which lays a solid foundation for the following research.Secondly,based on the Research at home and abroad,related to the whole life cycle management of real estate projects,this paper divides the indemnificatory housing into four stages,studies and summarises the risk factors existing in each stage by reviewing the literature and combining expert opinions,and constructs a hierarchical model of the whole life cycle risk of the indemnificatory housing projects.Next,the paper calculates the weights of each risk factor through Analytic Hierarchy Process,combines the data of the AA public housing project in Nanchang County from the experts,and establishes a fuzzy comprehensive evaluation model for the AA public housing project in Nanchang County,makes a comprehensive evaluation of the project and analyses the degree of risk of the project.Finally,according to the results of the risk evaluation,targeted measures and suggestions are proposed for the indemnificatory housing project in Nanchang.More attention should be paid to risk management in the construction and operation stages.
