In recent years, with the development of national economy, electric powerindustry ushered in a new round growth stage. On the one hand, electric power projectsare set up rapidly and the financing channels need broadening. On the other hand, weshould improve the power construction funds utilization rate and control the electricpower engineering cost strictly. At present, there are many problems in electric powerconstruction projects engineering cost management, which far lags behind theinternational advanced management level. Therefore, for power engineering designunits, how to control electric power engineering cost effectively according toengineering budget analysis in electrical engineering design has become a hot issue inthe electric power construction industry.This paper studied around the Ri Yue Mountain750vkV transformer substationproject based on the management theory of cost control in power engineering projectdesign phase. On the basis of the introduction of project cost management theory andengineering cost control theory, this paper researched on the project cost control indesign stage of power engineering project. This paper used fuzzy AHP to the powerproject design scheme optimization and the method of comparative analysis was usedto compare project design phase budget with the feasibility evaluation, then, therationality of project design phase budget was given. And the engineering cost controlmeasures in the project design phase was proposed for the project decision-making.
