For a long time, the problem of "agriculture, countryside and farmers" is alwaysprominent constraint factors in the process of Chinese modernization, improving farmers’quality is the key means to solve the "agriculture, countryside and farmers ". Training is aimportant way to enhance the quality of farmers and transfer rich rural labor force resourcesinto rich human capital. Therefore, in recent years government pay more and more attentionto the training of rural surplus labor force, increasing financial investment to the transferingtraining project of rural surplus labor force such as the "sunshine project", promote ruralsurplus labor get better employment in manufacture or sevice industry by training. But, theseries of problems of mechanism of financial synergy in the training of rural surplus laborforce make the government finance support force to training is insufficient, which leads thetraining effect to be not ideal. Therefore, improving mechanism of financial synergy in thetraining of rural surplus labor force is critical to promoting of training effect.The basic path of method of this thesis is: first,interpret related concepts and theoreticafoundation of financial synergyl mechanism of transfering training of the rural surplus labor,prove the necessity that government act as the main investor in the transfering training of therural surplus labor at prensent by human capital theory and the theory of labor forcetransfering, and then point out the problems of mechanism of financial synergy in the trainingof rural surplus labor force which be found in the course of the author’s investigation at LCounty of En shi City and its’adverse consequences, finally use game theory to analysis thecause of the problems of mechanism of financial synergy in the training of rural surpluslabor force, and put forward the corresponding path of method and specific measures toimprove mechanism of financial synergy in the training of rural surplus labor force. Followthis approach, this paper is consist of five parts.In the first part, we interpretate related concepts and theoretica foundation. Ininterpretation of the related concept, several key concept such as “rural labor force”,“ruralsurplus labor force”,“training”,“the synergy mechanism” are defined, and compare with some concepts which offen make confusion. In the theoretical basis, we mainly introduced thetheory which will be used in study of this paper such as theory of human capital, gametheory, labor transfer theory.In the second part, we prove the necessity that government act as the main investor in thetransfering training of the rural surplus labor at prensent. in this part,we prove the necessitythat government act as the main investor in the transfering training of the rural surplus labor atprensent from three aspect,first,the task of rural surplus labor force’s transferring is stillarduous,second,the human capital accumulation efficiency of the way of "studying inpractising" of is low,third,the market investors of the transfering training of the ruralsurplus labor are absent.In the third part, we point out the problems of mechanism of financial synergy in thetraining of rural surplus laboror and its’adverse consequences. In this section, the author theproblems of mechanism of financial synergy in the training of rural surplus labor force whichbe found in the course of the author’s investigation at L County of En shi City, which is: thefinancial investment synergy degree of government at all levels is low, the financialinvestment synergy degree of functional departments is low, the synergy supervisionmechanism of the use of financial capital is not exist. And then points out the negativeconsequences of problems of financial synergy mechanism, mainly including: trainingallowances is too low, personal expenses is too high; the time training is too short and ispharisaism; training effect is not ideal, and trainning project don’t match with social demand.In the fourth part,we use game theory to analysis the cause of the problems ofmechanism of financial synergy in the training of rural surplus labor force. In this part, wemainly use game theory to analysis why financial investment synergy degree of governmentat all levels is low, the financial investment synergy degree of functional departments is low,the synergy supervision mechanism of the use of financial capital is not exist.In the fifth part, we put forward the corresponding path of method and specific measuresto improve mechanism of financial synergy in the training of rural surplus labor force.According with the conclusion of the analysis in fourth part, in this part, we put forward the corresponding path of method and specific measures to improve mechanism of financialsynergy in the training of rural surplus labor force. Mainly include three ideas.First, reducethe interest game space of government at all levels, improve the financial synergyinvestment mechanism of government at all levels, and the specific measures mainlyinclude:improving assessment system of government officials performance, differentiatethe duty of government at all levels clearly, build the overall standard government transferpayment system.Second, eliminate department interest game, improve the financial synergyinvestment mechanism of functional departments, the specific measures include:formulateunified vocational training laws, cut off interest chain of the government departments withtheir subordinate institutions.Third, reduce the information asymmetry, constructing synergysupervision mechanism of multiple subject, the specific measures include: improveinformation sharing through technology and system reformation, punish the behavior ofresisting execution of government policy severely, construct synergy supervision mechanismof multiple subject such as administrative, judicial, parties, and the common people.
