Economical Analysis Of Surplus Rural Labor Transfer Training Project's Performance Amelioration

Based on the public policy attribute of surplus rural labor training, which was sponsored by the Ministry of finance, we explicit the training is a special process aimed transferring human resorce useful in agriculture department to non-agricultural industries. According to this attribute and the purpose, we analyzed the form of surplus rural labor training project, found there are three key problems have influence to training result: The deficient of business enterprises' participant training need estimate; the principal-agency relationship between government and training organization influenced subsidy efficiency; The weak connection of training project and labor market cause training result's conversion insufficiency. Aim at these three problems, we were respectively put forward that enhancing business enterprise's participant as one of the main leader of training, using dynamic subsidy encourage the training organization, canceling obstacles of surplus rural labor's transfer. pointed out as a system ,the training project has interaction with various organization participated in it by all means, the results will subjected to the public section and the privately owned section and labor market system in the larger scope.
