There are about20million rural population in Urumqi, of which surplus labor force of40,000peoplemainly in Midong area and Urumqi County. According to the overall deployment of a central file on the"Sunshine Project" in2004and the spirit of Xinjiang autonomous region committee of the people’sgovernment to accelerate the pre-employment training for surplus labor transferred from rural areasworking instructions, Midong area in Urumqi makes full use of existing resources in it, vigorouslyconduct pre-employment training for surplus labor transferred from rural areas to work. Decade, thetraining bases, training work, the number of training people all showed a trend of steady growth. Thenumber of people to participate in training from the first1700people to7779in2012, the class from7to15schools, set up the farmers to learn practical jobs by early more than10, up to28at present. Not onlyscale expands unceasingly, the quality of training are also rising, sending the participant theoretical leveland practical ability and comprehensive quality are improved, effective, and produces a positive socialimpact. It provides valuable experience for reference for other areas to work in full swing and perfect. Butthere are still some issues need to be improved to the further development of the rural labor force trainingin this area.In this paper, the current pre-employment training for surplus labor transferred from rural areas andthe management present situation analysis in midong as a starting point, through the questionnaire design,analysis and summary, probes into the problems existing on training and service management in this areaand its influencing factors. The results show that the rural surplus labor transfer and employment trainingof Midong in Urumqi remains irrational distribution of training time, lack of systematic training,singlemodel, identification assessment is not timely, the outreach efforts to narrow the problem ofinadequate.And put forward the corresponding countermeasures and suggestions base on it.
