Shanxi is located in central China, a populous province, is also a major agriculturalprovince.Large rural population, according to the sixth population census, currently have a residentpopulation of35.7411million people in Shanxi province, whom18.3537million are male andfemale17.3875million people.Workforce25.783million people, rural labor force of11.0001million people of which, per capita farm income$1376.72, far less than the per capita income ofthe residents in cities and towns.To solve "three rural issues", the core is to realize the transfer ofsurplus rural labor force, and the transfer of rural labor force to rely on is to improve the quality ofworkers.The need to strengthen the education of rural surplus labor transfer.This paper focuses on Shanxi real, by document access, phone access, individual visits, fieldtrips and other means, understanding to the situation of the education of rural surplus labor transferin Shanxi province, in vocational and technical schools under the enrollment expanding situation,equipped with hardware and software are significantly behind, teaching DMV, perfecting the legalsystem is not enough.Combination of these realities, the transfer papers from three main lists in thelight of the problems in the education system.Inflexible backward conditions of training school,training, transfer of backward peasants, low educational level, recognition of the education of lowergovernment management system confusion, lack of awareness, lack of incentives, single source offunds.In reference reference both at home and abroad of related experience of Foundation Shang,this papers from many area made Shanxi rural labor transfer of education training path andcountermeasures thought, think Shanxi provincial Government should from macro Shang for grasp,and policy Shang give support, based local, and learning for first, farmers for this, and law activist,refinement responsibility, and clear division, full supervision, and law treatment taught,management mode times, created information service platform.Training providers integrationtraining resources, should improve the conditions for running a flexible teaching model, launchedthe specialty, school-enterprise cooperation to promote the improvement of teaching quality.
