With the advent of the era of knowledge economy, information has become thebasis of leading the global economy. The use of IT in the enterprise’s productionprocess can reduce the labor input, improve the production efficiency, and maximizethe corporate profits. Minority Chinese economy is an integral part of the Chineseeconomy. And China’s economic development is inseparable from the Chineseminority economic. In the era of information technology, national regional businessoperators must not only improve their traditional operating mechanism and thetraditional business philosophy, but also put the information construction on the firstplace in the company’s development.The small and medium enterprises are the most dynamic in the nationalbusinesses in the region, but they universally have many shorts compared with othersin the developed areas, such as less funding, lack of talent, closed information,backward management and so on. The low applications of information technology inthe process of industrialization, agriculture and the industrialization of animalhusbandry, made the transformation, optimization and upgrade of traditionalindustries of the ethnic areas have very slow paces and the multiplier effect ofinformation technology in economic development in the minority areas of traditionalindustries cannot play a good role. It all because of the insufficiency of marketcompetition, the change of the traditional concept is very difficult and complexmarket environment. To get the national regional medium-sized and small enterpriseto the track of economic development, we must implement the informationtechnology in the national regional small and medium-sized enterprises. This is theonly way can minority areas small and medium enterprises win in the fiercecompetition, but not to be eliminated and embark on the regularization path ofdevelopment gradually.The study of Information and national medium-sized and small enterprise issuescan not only constantly enrich and improve the theory of our national economic andmedium-sized and small enterprise development provide a strong theoretical basis forour national supporting the regional medium-sized and small enterprise developmentin ethnic minority areas but also have great significance of guiding the informationconstruction of the medium-sized and small enterprise. At the same time, the studycan contribute to reducing the mistakes in the use of information technology in the process of national regional economic development, avoid detours, and improve theefficiency of information construction. For the reason of that though medium-sizedand small enterprise information construction of China’s minority areas has gottensome partial progress, the application is not wide, and the overall level cannot beeffectively improved, this article is gonging to research some development strategieswith Chinese the characteristics about the medium-sized and small enterpriseinformation construction in ethnic areas by surveying and analyzing the status quo ofthe medium-sized and small enterprise information in the minority areas.Firstly this paper is aimed to point out some problems of the medium-sized andsmall enterprise informatization construction in minority areas by analyzing thecurrent state which include the national regional status and role of medium-sized andsmall enterprise in the national economy of the region, an overview of themedium-sized and small enterprise information in the minority areas and thecharacteristics of the development of medium-sized and small enterprise in the ethnicareas in information technology, from a macro point of view. These problems includetwo aspects. The first one is the problem of internal environment, including theunsound of the management agencies, business leaders’ lacking the awareness ofinformation technology, too little investment in information technology, shortages ofthe talent in informatization to, paying too much to the information technology tools,but not the process. The second part is the external environment, including theproblem from the government, the providers of information construction and from thesecurity of the network and system. Secondly, this paper is going to divide the processof the imformatization of the regional area into three levels of junior, intermediate,and advanced information technology on the bases of the strategy of theinformatization in the national and regional medium-sized and small enterprise andthen analyze them. Finally this paper is to find out several key issues including the useof information technology talent in the medium-sized and small enterpriseinformation in the minority areas,the consummation of the medium-sized and smallenterprise information system in ethnic the areas, and the policy protection in nationalregional medium-sized and small enterprise informatization development,and thenpropose teach solution.
