Yangtze River Delta port cluster is mainly composed of the Shanghai Port, Ningbo-ZhoushanPort and the port of Jiangsu.. At present, by using "the Yangtze river harbor group developmentstrategy" and capital cooperation techniques, the port cluster appeared the structure of such "acenter, two wings" gradually. Through the production function model, we can compute the scienceand technology progress rate and resources disposition efficiency. We find that during the period of2004and2009, resource allocation efficiency decreased first and then went up. It develops towardthe complementary functions, levels clearly and competitive port group. Though Yangtze RiverDelta port cluster has many strengths, it has some shortages, just as segmentation of administrativearea, lack of long-term cooperation mechanism, unreasonable utilization of the coastline and so on.We use the pareto improvement model and get the conclusion that the port cluster, especially thecooperation between Ningbo-Zhoushan port and Shanghai port, is located in potential cooperationareas where it needs the government and other related departments to promote the resourceintegration. The resource integration of foreign port groups began earlier and have accumulatedrich experience. Through the comparison with them, Yangtze River Delta port cluster can find thecommonness and gap with them and absorb their developing experience. Based on this, we set theresource integration target for Yangtze River Delta port cluster and put forward the followingstrategy: constructing the port authority, reasonably exploiting the joint shoreline of port group,improving the performance efficiency of port construction planning, reinforcing thecommunication within the port group, accelerating the R&D and building advanced waterwayservice system.
