In recent years, audit departments of different levels strengthened intensity of audit for specialfunds concerning people’s livelihood, constantly adjusted prominent problems in fundmanagement, effectively promoted formation of standard and safe operation of special funds andimplementation of the benefit-people-policies. But in all, people’s livelihood audit is still not strongin intensity and there are many restrictions. For example, the lack of innovation of people’slivelihood audit concept, the insufficient coverage of fields and inadequate means. All these haveaffected development of people’s livelihood audit.From the perspective of theory, it will help to further the inner understanding of people’slivelihood, improve the theory system of people’s livelihood audit, and promote long termdevelopment of people’s livelihood audit. It will play an importantrole in improving governance, realizing principles of scientific development outlook and people-oriented concept and constructing a harmonious society.The paper mainly covers motivations and connotation of people’s livelihood audit andpractice and management mode of Ningbo people’s livelihood audit. The author explainsmotivation of people’s livelihood audit by analyzing political motivation, economic motivation,social motivation and administrative motivation.
