With the changes in economic and diversified demand of the real estate market, China’s urban public housing policy has a significant adjustment, which is from selling affordable housing and price-limited commercial housing to public rental housing, low-rent housing. The low-rent housing for the lowest income families and public rental housing for low-income families is becoming the main method of China’s housing security. Housing security system has formed based at its core on public rental housing. However, with the development of housing security, especially widely construction of public rental housing, a series of related problems are coming up, which gradually become the obstruction of public rental housing’s development. Face on those issues such as shortage of funds, design confusion, unequal provision, unreasonable rental price, uninformed standard of Entry and exit mechanisms and spatial site selection in remote regions, the effective solutions have not showing up even though many scholars did a lot of detailed study and Government accelerated to regulate countermeasures. At the same time, the foreign practice could make sense only combined with our national situation. Solutions on these key issues all have their characteristics with their own pros and cons. Therefore, it’s extremely necessary for us to understand our status and problems of public rental housing’s development, compare and search variable solutions, and select a reasonable development model and further improve current systems, in order to promote the healthy development of public rental housing, and speed up resolving those livelihood issues.This paper emphasizes on researching public rental housing, and deeply discusses how to select and fulfill the development model in practice and then gives correlated improving solutions from four aspects. First, according to doing some research of basic theory to public rental housing, I analyze its definition, development motivation and current situation. Then I discuss how public rental housing makes good effects and results to our affordable housing’s development and then formed a basic research construction. In the third part, I summarized some flaws that we should improve and study in the future through comparing and learning successful experiences from developed countries. At last, I elaborate systematically regarding to several typical problems about current development of public rental housing, and then give solutions and selection paths correlated to those issues. In the end, my paper points out that financing, housing collection, rental pricing and location selection are the key solutions to current public rental housing. We should choose correct developing ways based on practical character of society and comic in specific areas, analyze and give improving advises separately.
