The accession to the World Trade Organization has promoted the heavy-industrialization of China advantageously. With the large and super-large petrochemical projects emerging, engineering companies face great management challenges for such projects management. Engineering companies need to select the appropriate organization form for such projects to motivate all involved parties and ensure the success of putting into operation fully.At present, there is few papers for the project management with the implementation of organization design, and fewer papers for large and super-large petrochemical project. In this paper, the organization of SCSH project, which is executing by CD Engineering Corporation (Hereafter call Chengda), is studied from the organization design as a typical sample. Combined with human resource management, organization design, etc., the author explores project management theory and methods with organization design, analyzes the organization of SCSH project, provide practical examples and analysis tools for large petrochemical project organization design.The full text of this paper is consisted of five chapters. Major ideas, main contents as well as conclusions are referred as followings:Chapter One is the Preface. This chapter combines Chinese petrochemical complex construction background, and describes the purposes, practical significances and major innovations of the research.Chapter Two is the Summary of Chengda Project ManagementThis chapter briefly describes the development process and status of Chengda, and introduces the typical project management system and organizations of project management team with Chengda as sample, as well as focus the human resources of Chengda. At the end, this paper introduces the Integrated Project Management Team (IPMT) and extended project management team organization, then clarifies the scope of organization for the project management team.Chapter Three briefly summarizes the management system and building profiles for the typical constructed and under-construction large petrochemical projects of domestic eminent owners, then the engineering details SCSH background, construction targets, project management features and patterns. On this basis, describe the background, construction target, project management features and patterns of SCSH project in detail. After sort out the characteristics of the project mentioned above, the seven major management challenges, which shall be faced to the project management team, are outlined.Chapter Four is about Project management innovation of Chengda in SCSH projectFirstly, this chapter summarizes the methods and tools for the project management team organization design. According to the scope mentioned in Chapter Two, the author arises four innovative ideas in Chengda SCSH project management team after study all information, include human resources management, organization design, project management, as well as other disciplines, methods and theories, etc. This innovation includes extended project management team for external organization design, matrix project management team for internal organization design, OBS management and Management information systems. An evaluation and suggestions will be given on the implementation of management in Chengda project management team of SCSH project.Chapter Five summarize the main conclusions of this paper, and propose some suggestions and countermeasures for the challenges of the large petrochemical projects in future.
