The 21st century is the age of rapid development of digital information and technology. The integration of information technology and business brings unprecedented opportunities and challenges for business’s cost and efficiency. Small and medium-sized enterprises (SMEs) ,as an important part of our national economy, how to improve the management level and production efficiency in the current fierce competition of international and domestic markets, and closer the distance with the advanced Western companies, which are the key issues faced by SMEs .In order to optimize the needed time from innovation to the actual operation, quickly and accurately perceive and respond to customers’ demand, win the necessary flexibility for competition. Informatization construction has provided a new management idea for SMEs’ development. But along with its attractive commercial potential and practical value, the information technology also requires much support, such as long-term, significant time, money and technology. The whole process involves many uncertainties, there are considerable risks. In order to realize enterprise informatization from virtual to reality, achieve the desired benefits of information technology,and reduce and avoid the losses which risks of the implementation process would resulted in. We must strengthen risk management, and now there is a primary task, which is how to effectively evaluate the risks in the process of the informatization construction.According to the current low efficiency situation of informatization construction in China’s SMEs, firstly, this thesis aims to identify the risk factors all throughout of enterprise information technology and classify into different divisions. Secondly, to design a risk assessment index system for SMEs’ informatization construction, and to build a fuzzy synthetical evaluation model which based on the method of analytical hierarchy process (AHP), to realize the risks fuzzy mappings from qualitative to quantitative evaluation. Then through the defuzzification processing, finally achieve to assess the total risk of informatization construction. At last of this thesis, the model will be applied in a specific example, that’s results will show the effectiveness of the risk assessment model. I expect to provide a valuable reference method for risk managers of the SMEs’ information technology.
