Study On Control Index Of Construction Land Intensive Use In Hebei Province

In recent years, as the urbanization speeding up in China, populations continue to expand which cause demand for land increasing rapidly. As land resource is in wide shortage in China, the contradictions of supply and demand for construction-land are becoming increasingly acute. On the one hand, vast population and limited land made gross land be in short supply, therefore, the quantitative extensive growth is difficult to continue; on the other hand, the low efficiency of land-use and unreasonable land structure cause spare and waste in existing land. Therefore, the establishment of a set of construction land saving and intensive control index is very heavy which can control the construction land blind and excessive use and make land high efficient utilization.This paper relies on such study as its theory basis, definitely points out a set of calculation methods of construction land use control index which provide theoretical guidance for calculating the saving and intensive construction land control indexes. This paper retains the Hebei province intensive class division by means of the principal component analysis and cluster analysis though the application of 7 economic indexes: Average wage of staff and workers, Total Investment in Fixed Assets, General Budget of Financial Revenue, Local expenditure, Gross industrial outpu value,Gross regional product, Total retail sales. Then, we can draw its rationality through compare the state intensive class with Hebei. According to the different class, different selection of construction land saving and intensive control index, and through counseling methods of questionnaire, interviews and telephone, we have town status index. Proposed two times average method, and relevant province index coefficient correction law, national ( industry) standard coefficient correction law, investment intensity coefficient method and so on to each county town construction land index values are processed, reach Hebei province saves the intensive control index value. The Hebei Province ordinary residential land and iron and steel industrial land as object of study, a detailed analysis of the control of construction land index calculation process, and through field survey, the index value rationality. Finally, it proposed some measures and suggestions of construction land saving and intensive.
