It is very important to make rational and efficient use of land resources.The evaluation of the saving and intensive utilization of construction land is the important basis for understanding the current situation of land use and realizing the saving and intensive land utilization.In the course of its development,the city has its own growth law,which is the scale characteristic between any two elements or between one element and the whole in the urban system,which is expressed as the growth rate of one variable is different from that of the other,which is an allometric growth law,that is,the scaling law.Based on the urban intrinsic scaling law,the revision of the existing evaluation method of the saving and intensive utilization of construction land can make the results more realistic.In this paper,290 prefecture cities or municipality directly under the central government as the research objects,2016 as the evaluation time-point,all the research objects were evaluated for the saving and intensive land utilization according to the the regulations,the calculation results as the reference basis for the evaluation results of the revision method.In the revision method,combined with the State Council's criteria for dividing cities by the resident population data,introduces the scaling law between urban measurements and the urban scale to revise the existing evaluation method.The following conclusions are drawn:(1)The degree of saving and intensive utilization of construction land is affected by the scaling law between urban scale and urban measurement.There is a practical significance to modify the evaluation method by using the scaling law.Using the intensity index as the correction index and the scaling law between the correction index and the urban scale into the evaluation.The specific correction indexes and the corresponding correction coefficients of the indexes are as follows: the revised population density of urban and rural construction land,its scaling law coefficient is0.44 and constant is 0.02;the revised average fixed assets investment of construction land,its scaling law coefficient is 0.36 and constant is 0.03;the average GDP of construction land,its scaling law coefficient is 0.48 and constant is 0.01.The fixedevaluation standard which ignores the inner law of cities in the original method is modified and perfected.Based on the revision,a new evaluation standard can be set which can vary with the size of the city.Thus the evaluation method can be better and more practical.(2)For small cities,the revised total index and the degree of saving and intensive use of construction land are higher than the original results,and with the smaller the city size,the more the total index rises,and the more the degree of saving and intensive use increases;And vice versa.It can be seen that the evaluation criteria for smaller cities should be lower after considering the inner growth law of cities.It indicates that small-scale cities are not saving and intensive enough at the current level of land use,however,with the continuous growth of population,cities themself will show an increasingly intensive trend.The lowered evaluation standard of small-scale cities is a manifestation of the growth trend of cities,while large cities are on the contrary.(3)The index of exploitation intensity is to analyze the current level of land use.This paper introduces the scaling law to modify the index.With the growth law of cities,the modified method provides the level of land use in the future,so as to improve the relevant planning of land use.
