Research On Countermeasures Of Village-level Wealth Accumulation In Hebei Province

In the early days of carrying out the reform and opening up policy, household contractual system fitted in with social development, greatly inspired the enthusiasm of labor production, and promoted the development of rural productivity. Along with the development of market economy, household contractual system encounters new challenge in the new situation-industrialization and enlargement of agriculture. Promoting the industrialization and enlargement of agriculture is development trends and total direction of our country in agriculture. In 2006 the national agricultural tax was abolished, countryside organization has generally decreased in operation funds. In order to develop the economic of rural areas better, Hebei provincial party committee and government organized the large-scale survey. Hebei provincial party committee and government formulated the building opinions on village-level collective wealth accumulation mechanism on the basis of investigation and study. Village in our province have actively established the village-level collective wealth accumulation mechanism. Shijiazhuang city took the lead in doing it. This work has made great achievements, injected fresh vigor to new rural construction, enhanced the rural development strength, modified the villager’s live level, realized the goal of which provided experience to further promote the new rural construction.This paper innovates in the research content and method which are based on the research results of domestic and foreign experts, combined with the natural resources and villagers’specific condition. This paper introduces the research purpose and meaning, the research content and methods, and comes up with the countermeasures through the investigation, statistics analysis and literature research. Then this paper puts forward the countermeasures and proposals in the process of implementing village-level wealth mechanism. In the government management, it puts forward to strengthen the guidance, supervision and service function the government relative department; In the village organization, we should pay attention to grassroots democracy which is open and fair; In the farmer itself, they should strengthen the training and constantly improve farmers’ collective concept and market consciousness which can enhance the farmer’s market competition ability. Countermeasures aim at perfecting the village-level wealth accumulation mechanism, which will play a greater role in the great practice of the new rural construction.
