Through analyzing the government policy support, social environment, the advantage of specialresource in the development of Rural Village-level Collective Economy, we found "empty shell-villages"standout and imbalance development. The village leaders lacking development consciousness, lacking theenterprising and management talents, making less use of resource advantage, operating and managementconstruction system lag behind, lacking capital investments and promotion policy are the most importantreason. We put forward some ideas and measures to solve the above problems, including reform trainingfor selection and appointment mechanism, strengthen the construction of rural cadres, promotedevelopment and management ability, in order to improve the economic benefit; we must give full play tolocal place, tourism resources advantage, taking characteristics as a magic weapon in the development ofRural Village-level Collective Economy, according to the conditions; To set up the developing RuralVillage-level Collective Economy, Da Xi village as model and promote good practice and experience,create good atmosphere to develop Collective Economy; At the same time of paying special attention to theconstruction of management system, we should take the partner assistance model and the cooperationbetween the developed village and the backward one, use the joint-stock cooperative system with resourcesand capital, encourage the operation by professional association, support the Collective Economy into theresource utilization, assets operation, property services; For the Collective Economic, the governmentdominant but not arranged, the government must play as much as possible strong administrative function indevelopment and arrangement, policy support, project implementation, capital support, operating profit. Inthis way we can push the development and expansion of the Rural Village-level Collective Economy. TheRural Village-level Collective Economy has multiple social function, for example, guarantee the normaloperation of rural primary-level organization, the construction of rural public infrastructure, prosperingrural economy, increasing farmers’ income, maintaining rural harmony and stability and so on. The stateshould give full consideration to the vulnerable position of the Collective Economy. Addition to themission, for example, administration, social responsibility, that should be under the guidance of thegovernment, and then give strong support in policy, personnel, finance, etc. All of these should be a kindof long-term and insistent strategy.
