Research On The Influencing Factors Of The Unemployment Insurance Fund Expenditure

Since the 1960 s,scientific and technological inventions have been endless.The society gradually entered the industrial age,and some of the work completed by hand was gradually replaced by machines.The unemployed people first appeared in the society and the employment contradiction between the unemployed and the original employer appeared due to the worker's unemployment.The unemployment insurance system was born in order to alleviate the contradiction between unemployed labor and employee and avoid unemployed people from going against the road.In the 1990 s,unemployment insurance was established in nearly 70 countries and regions around the world.However,the data released by relevant departments show that the surplus of unemployment insurance funds in China in recent years has been excessive,and the promotion of employment function has great potential for improvement.As the capital of China,Beijing is one of the most developed first-tier cities in China,with relatively perfect social security development.It is one of the pilot programs to expand the expenditure scope of unemployment insurance fund.It is worth to discuss that what the current situation of the expenditure of unemployment insurance fund in Beijing is,what factors that influence the scale of fund expenditure are and what the change of the future unemployment insurance system and policy orientation should be.Therefore,this paper chooses the unemployment insurance fund expenditure as the breakthrough point based on unemployment insurance related literature all over the world.This paper will summary the unemployment insurance fund system development in Beijing according to social security and unemployment insurance related theory,combined with the unemployment insurance system and policies of Beijing,and focus on analyzing the influence factors of the unemployment insurance fund in Beijing,and put forward relevant policy suggestions.Through the study of the unemployment insurance fund in Beijing,this paper collates and summarizes the relevant theoretical research results of unemployment insurance in Beijing.This paper also analyzes the current situation of the development of the unemployment insurance fund system in Beijing and the direct and indirect factors that influence the expenditure of unemployment insurance fund.By running Stata12 and using empirical analysis with multiple linear regression method,it concludes that urban unemployment rate,unemployment insurance coverage rate,lowest unemployment insurance compensation standard and the standard of safeguard of townsman lowest life are the positive factors of unemployment insurance funds expenditure,and the consumer price index and the number of insured people produce certain negative effect on unemployment insurance funds expenditure.The effect of each influencing factor on the expenditure of unemployment insurance fund is discussed in detail.
