Study On Unemployment Insurance System In China

Under the market economy system, due to the periodicity of economic growth, and the changes of economic structure and other reasons, our society is difficult to achieve a balanced allocation of the labor force, so unemployment is becoming a normal, regular phenomena. Traditionally, States have adopted various measures to increase employment opportunities, reduce unemployment, but also developed a variety of unemployment insurance system to guarantee the basic livelihood of the unemployed and their families and make access to training opportunities during the period of unemployment to increase their re-employment capacity. In the unemployment assurance institution, the most basic is the unemployment insurance system. The establishment of unemployment assurance institution guarantees the basic livelihood of the unemployed and their families. By the passive risk-taking and the active promotion of employment, which play a regulation to labor supply and demand, achieve income redistribution and alleviate the socio-economic instability and promote the socio-economy. At present, the unemployment insurance system has many years of practical experience and has achieved good results in many countries. Since the reform and opening up, China has also begun to establish an unemployment protection system gradually, which has been initially formed the unemployment insurance system and unemployment protection institution with Chinese characteristics. However, our unemployment insurance system in the economic situation of the current financial crisis, facing the ever-increasing unemployment population, appears the weak of the protection increasingly. How are we going to make the unemployment insurance system playing a larger role, how to make the unemployment insurance system to promote employment function to a greater extent, it has become common important study in China and the world. This paper will analyze the status of the unemployment insurance system, putting forward the existing problems of China's current unemployment insurance system learning from the advanced experience of foreign countries, at the same time, combined with China's specific national conditions to advance specific recommendations for improving the unemployment insurance system.This paper mainly uses the writing method of literature study,the main idea is "theory-based analysis– analysis of presenting situation - policy proposals." The article is divided into four parts: the first part studies the research background and the topics of significance; the second part is mainly theoretical basis of unemployment insurance system; the third component is the analysis of the status of unemployment protection system and pointed out the existing problems of the unemployment insurance system; the fourth part is going to discuss the successful experience of foreign unemployment assurance institution, combined with China's actual conditions and put forward countermeasures and suggestions to promote employment.
