Study On Influencing Factors Of Unemployment Insurance Fund Expenditure In Shanxi Province

The unemployment insurance system has long been an important contribution to maintaining social stability as a "social stabilizer",and with the diversification of social needs,the functions of the unemployment insurance system have been expanded to more comprehensively protect the rights and interests of the unemployed.In recent years,due to the change of industrial structure and diversification of employment methods,the risk of unemployment has been intensified,which has a great impact on the sustainability of unemployment insurance fund.From the perspective of the development of Shanxi Province,the unemployment problem is more severe because Shanxi Province is still in the period of industrial structure transformation and the economic development has been hindered by the epidemic in recent years.In addition,there are also problems of unbalanced income and expenditure of unemployment insurance fund and insufficient function of unemployment insurance.Therefore,under the new normal of economic development,in order to alleviate the unemployment problem and help the unemployed return to the labor market,it is necessary to conduct an in-depth analysis of the expenditure of the unemployment insurance fund in Shanxi Province,optimize the expenditure structure of the unemployment insurance fund by exploring the relevant factors affecting the expenditure of the fund,and give full play to the unemployment insurance "livelihood shock absorber valve" and "employment booster".The purpose is to optimize the expenditure structure of the unemployment insurance fund and give full play to the role of unemployment insurance as a "shock absorber" and "employment booster".In this context,this paper takes the unemployment insurance fund expenses in Shanxi Province as the object of study,and comparatively analyzes the situation of unemployment insurance system implementation and unemployment insurance fund expenses in Shanxi Province from 2001 to 2020 on the basis of collecting and combing domestic and foreign literature.It is discovered that while the unemployed number is rising,the expenditure of the unemployment insurance fund is also growing faster,while the accumulated balance of the unemployment insurance fund is still increasing year by year,reflecting the overall inefficiency of the fund expenditure.In detail,the fund expenses are inclined to "preserving the basic" and less to "promoting employment" and "preventing unemployment".Secondly,based on the theoretical analysis of the factors influencing unemployment insurance fund expenses,a time series model is constructed to investigate the relationship between the expenses of unemployment insurance fund and related influencing factors in Shanxi Province.Finally,corresponding policy suggestions are provided in view of the conclusion derived from the empirical analysis and the current situation of unemployment insurance fund development in Shanxi Province.The key conclusions of this article are as follows:(1)Unemployment insurance fund in Shanxi Province still mainly spends on the protection of basic livelihood,but gradually increases its spending on employment promotion and unemployment prevention with the promotion of policies.(2)Regional GDP,regional industrial structure,the number of urban registered unemployed,the proportion of unemployment insurance fund to GDP and unemployment insurance participation rate have different degrees of influence on unemployment insurance fund expenditures,among which regional industrial structure,regional GDP and the proportion of unemployment insurance fund to GDP have positive influence on unemployment insurance fund expenditures while the influence of unemployment insurance participation rate and the number of urban registered unemployed is not very significant.(3)Taking into account the current development of unemployment insurance fund in Shanxi Province and the empirical results on the factors influencing the expenditure of unemployment insurance fund,the following policy recommendations are proposed: the government and various departments should optimize the expense structure of unemployment insurance fund by increasing the expenses on employment promotion and unemployment prevention.Establish an efficient early warning and supervision mechanism to strengthen the supervision and management of unemployment insurance fund outlays.Further expand the coverage of unemployment insurance.Upgrade unemployment insurance benefits according to the economic development and establish a dynamic adjustment mechanism to grant unemployment insurance benefits.Promote more reasonable and efficient payment of unemployment insurance fund expenditures,and take a variety of measures to guarantee all benefits of the unemployed group.
