Research On Unemployment Insurance Fund In Henan Province

Henan Province is now in the period of economic transition,easy to bring some pressure to employment.This paper uses literature research method,interview method and quantitative analysis method to explore more feasible solutions to the unemployment insurance fund in Henan Province as the research object.This can not only promote the effective solution of unemployment insurance fund in Henan Province,but also provide the theoretical basis and support for the study of unemployment insurance fund related problems in specific areas.This paper introduces the concept of unemployment and unemployment insurance system and some related theories.The development course of Henan Province unemployment insurance system and relevant contents of the system are introduced in detail.Meanwhile,the implementation status of the system is studied.It was found that the number of people receiving unemployment insurance benefits was much lower than the actual number of unemployed people.On this basis,this paper analyzes in detail the income,expenditure and balance of the unemployment insurance fund in Henan Province in recent ten years,and finds that the fund balance is too much.At the same time the national average level as a reference and Henan Province unemployment insurance fund comparative analysis.Generally speaking,there is a high balance rate of unemployment insurance fund in Henan Province.The income of unemployment insurance fund is not consistent with the number of insured persons;The proportion of unemployment insurance fund expenditure is low;Difficulty in maintaining and increasing the value of unemployment insurance funds;Unemployment insurance fund is not optimistic and a series of problems.Solving these problems will be beneficial to the improvement of unemployment insurance system in Henan Province.In order to solve the problem of unemployment insurance fund in Henan Province,this paper further studies the causes of the problem.The main reason is the low participation rate of unemployment insurance fund.Unemployment insurance fund allocation is facing difficulties;The level of unemployment insurance fund payment is low;The unemployment insurance fund related system has the vacancyphenomenon;Unemployment insurance benefits are not paid flexibly.Aiming at the problems of unemployment insurance fund in henan province,this paper puts forward some countermeasures from the system level,this paper puts forward some policy Suggestions on improving the operation of unemployment insurance fund from the institutional level.Expand the coverage of the main need to ensure that people;Promoting the payment of unemployment insurance premiums;To adjust the expenditure items of unemployment insurance compensation;Properly explore ways to maintain and increase the value of the fund;We will increase the enthusiasm for receiving unemployment insurance funds.
