Research On The Mega Cities’ Industrial Structure Of Service Economy

The twelfth five-year plan for national economic and socialdevelopment of the people’s republic of China（hereinafter referred toas "the 12thfive-year" development program）stated,’ to promote thedevelopment of service industry as the strategic emphasis of theindustrial structure optimization and upgrading, build the policy andinstitutional environment to the benefit of service industrydevelopment.……To speed up the development of producer serviceindustry, strive to develop the consumer service industry, and buildthe environment to the development of service industry.’ Based onthe situation,this article do some researches on how to resolve theproblem. I definite service-economy is the proportion of serviceindustry employment or service added-value exceeds 60%, it impliesthe service-economy has formed.On the basis of abundant statistical data and references, thispaper is finished by mainly using method of empirical study. Till theend of 2009, there are 59 mega cities in our country, but only Beijing, Shanghai, Guangzhou and Urumchi have formed theservice-economy industrial structure. With cluster-analysis method,the article divides the 59 mega cities into 5 classes, judges thedevelopment stage of each class, summarizes their developmentcharacteristic, existing problems and the regional differences ofservice economy development，then analyses whether the level ofservice industry of the megacities adapts with their economicdevelopment stage. Further, using the individual fixed effects model,this paper examines the influencing factor of the development ofservice economy. All of the 9 factors influence the development ofmega city service economy in one way or another, but only the GDPper capita, labor productivity in tertiary industry, agglomeratingdegree of tertiary industry and ratio of dependence on foreign tradeplay a major role to the development of service economy. Actually, forthe different category mega cities, the influence factors are different.Meanwhile, the paper also examines the service economydevelopment level of the 4 cities which have formed theservice-economy industrial structure. In accordance with the result,this article explores the formation mechanism of service economy.That is to form the service economy, it must be depended on theeconomy of scale effect, agglomeration economy effect, industrialstructure optimization effect, market supply and demand mechanism, government policy guiding effect, etc.Finally, for the development direction of the mega city’s serviceeconomy, taking examples from the developed countries, thisarticle puts forward some countermeasures to local conditions fromthe view of eastern, central, and western regions.
