Study On The Ecological Functional Regionalization And Control Countermeasures On County Scale

Since the 20 th century, humans are increasing exploiting the land’s resources causing various degrees of degradation of land quality. Facing the increase in the scarcity of resources, pollution, and the decay of ecosystem; allowing the natural state of being geography landscape ecology In the face of the grim problems of progressive depletion of resources, aggravated environmental pollution and ecological system; rules such as following natural ecological laws, using the theory of landscape ecology, full consideration of the role played by human activities in the natural ecological environment, adjust measures to local conditions of land resources utilization and ecological environment protection and recovery, are becoming more and more important. One of the pillars of ecological function regionalization is the coordination of regional land utilization(important to ecological optimization). Result can reflect the differences in regional ecology as well as reveal the land types, structure and the features of the district. Eco-functional zoning provides direct scientific tools to regional land departments to set rules to aid in the development of local social, economic, and environmental protection.By referring to ecological function zoning and control literature, preliminarily county ecological function zoning system is constructed. It proposes a county wide zoning adjustment method. This paper uses Fuping County, Baoding city as the object of research. Based on the evaluation of the present ecological environment situation investigation, this paper proposes ecological function zoning and control advice according to analysis of Fuping County land use ecological status of spatial variation and ecological function regionalization. The main conclusions are:(1)According to research results, this paper builds the county ecological function zoning and regulation. This paper defines the first partition as an ecological protection zone, ecological control zone, and ecological reconstruction zone. The second partition includes forest protection zone, river protection zone, ecological urban zone, soil and water conservation zone, and ecological agriculture zone. The main contents of ecological regulation include ecological planning, design, engineering construction, and management.(2)This paper’s research is based on Fuping County. The county is split into 3 areas to assess the landscape stability. The level three areas include Pingyang Town, Wanglinkou Town,Beiguoyuan Town, Chengnanzhuang Town, Fuping Town, Taiyu Town, and Shijiazhai Town. The level two areas include Shawo Town, and east of Wuwangkou Town. The level one area includes Datai Town, Longquanguan Town, and Xiazhuang Town. The total suitable area for agriculture is 17708.38 hm2(about 7.15% of total area); the total suitable area for industry is 8990.92 hm2; the total suitable area for residential land is 58276.35 hm2(about 23.53% of total area). The sensitivity in the north area is higher than south area; the west area is higher than east area. The results of the evaluation of ecosystem service value show: waters>forestland>grassland>cultivated land>bare land. The value of waters per area is about 49467.40yuan/ hm2, the bare land is about 451.95 yuan/ hm2.(3) According to the analysis results of landscape pattern: The land suitability and evaluation of ecosystem service value, with respect to the integrity of the border, shows the ecological protection zone of Fuping focus on the eastern river region; the ecological control zone of Fuping focus on the forest and farmland system in northeast and west area; the ecological redevelopment zone focus on the central area of Fuping County. The second partitions are forest protection zone, river protection zone, ecological urban zone, soil and water conservation zone, ecological agriculture zone according to the evaluation of sensitivity.(4)Based on ecological function zoning, objective, structure, and differences this paper finds the models and content including:ecological economy, ecological environment and ecological society. The results are found using:ecological planning, ecological design, ecological engineering and ecological management, etc.
