Study On The Low-carbon Green Development Of China Railway

Green Railway is a new kind of sustainable development idea of transportation. Researches on Green Railway evaluation are including studies of Green Railway In-dicators System and Green Railway Evaluating System. Taking science development view as the instruction, based on problems of universality, such as the sustainable de-velopment theory, resource scarcity theory, the ecological capital base theory, exter-nality theory, using research techniques as material research, theoretical analysis, multi-objective decision, fuzzy synthetically evaluation, this article has carried out a thorough research on Green Railway theory, Green Railway index system and Green Railway evaluation. Taking the Beijing-Baotou Railway in the northwest district as an example,this article has obtained conclusion and suggestion of reference value to the construction of low-carbon green railway and looked forward to the brand new resea-rch direction of Green Railway. The related research content and the research results obtained are mainly comprised of:Based on sustainable development theory and sustainable transportation and com-munication theory, the article has discussed the appearance and progress of Green Rai-lway, presented the concept, connotation and research range of Green Railway, and constructed primarily the Green Railway Theory System.Research indicates that Green Railway has good economic benefit and sustainable development capacity, which has established the environmental value as the yardstick, used various kinds of green tech-nologies and continued to decrease the negative impact of railways and supporting facilities on the ecological environment, while ensuring safe, fast, convenient and effective railroad transportation.The article has examined the Green Railway Indicators System (GRIS) in its fram-ework,constructing principle,selecting method and evaluation standard. Research in-dicates that GRIS is a multidimensional complicated system constituted by five subsys-tems, i.e., railway, society, economy, resources and environment, and the interaction among them. The paper also has studied the meaning, computational methods,obtain-ing manner and grading standards of different concrete indexes. In this article, it has established Green Railway Evaluating System including de-termination of weight value method, quantification, confirmation of grading standard, fuzzy comprehensive models and judgments, method, i.e... Taking the Beijing-Baotou Railway in the northwest district as an example, to determine the weight values of the Northwest China low-carbon green railway index system, come to the conclusion that Beijing to Baotou railway package in light green state.Finally, according to the Beijing-Baotou railway package evaluation results and China’s railway development, we take a summary of the problems of the green development of China’s rail transport., this article summarizes the factors that hinder the green development of China’s railway from three aspects. We give the corresponding countermeasures and suggestions.These measures will help to build China low-carbon green railway work in a certain degree.
