Research On Countermeasures Of Human Resource Development To The Construction Of "Central Plains Economy Region"

The construction of" Central Plains Economy Region" is a complicated system, in the implement course of the construction of Central Plains Economic Region and the Rise of Central Plains, we should mobilize and utilize all kinds of resource that including substance resource, financial resource, information resource, Policy resource etc., while the human resource is the most vigor and the most motile resource in all kinds of resource. Henan has the biggest population in all China, which contains huge intelligence and power. If we have the successful policy of human resource development and match with other Policies, the human resource will release great power to impel the construction of Central Plains Economic Region. So it is very realistic to have a demonstration analysis and make policies of Henan human resource.The basic ideas of this study is:under the background of the construction of Central Plains Economic Region, the paper analyzed the current situation of human resources in Henan province, and then compared the Henan province human resources development situation to other five provinces in centre plains. On this basis, the paper analyzed the investment and accrual of human resources in Henan province, and then objectively summarized the inadequacy of human resources development during the construction of Central Plains Economic Region in Henan province. At last, the paper give five countermeasures of Henan human resource development.
