Research On The Government Management Innovation In The Central Plains Economic Region

The central plains economic region promoted to be a national strategy, and formally included in the "12th Five-Year Plan", has aroused heated discussion at home and abroad. In order to construct the central plain economic region, academics and experts from all walks of life have been offering much advice, and get the agreement that the construction of central plains economic region is a complex project, which need the government to innovate the way of management at first. But how to search for a new way for the coordinated development of agriculture, industrialization and urbanization, how to accelerate the change of the way of the economic development, how to strengthen the government’s social management and public service function, how to innovate the government management to service for the construction of central plains economic region, is a big problem in front of government in Henan province. Therefore, this article attempts from the new situation and new tasks of the government management in the construction of central plains economic region, focus on study of the driving force, the resistance and the countermeasures in the innovation of the government management, in order to improve the government management ability, and promote the construction of the central plains economic region.This paper argues that the necessity and urgency of the government management innovation in the construction of the central plains economic region come from the new situation and new tasks of the construction of central plains economic region, which Mainly includes the search for a new way for the coordinated development of agriculture, industrialization and urbanization, the change of the way of the economic development, and strengthen the government’s social management and public service function.What is driving the innovation of the government management in the construction of the central plains economic region. This paper argues that the central plains economic region promoted to be a national strategy is the biggest motivation and backing support of the government management innovation in Henan, the objective need of the central plains economic region construction especially the new challenge to the government management is the internal driving force, and the need of the general public in the economic growth and the political progress is the motivating factors and the ultimate aim of the government management innovation. As for the resistance factor in the innovation of the government management in the construction of central plains economic region, not only involving the general factors such as the government departments for their interests consideration, the conservatism of the traditional culture, and the worries of the costs and benefits of innovation, but also related to some special factors such as the complex of the policy coordination and the difficult of the reform the existing institutional arrangements and management system in the central plains economic region construction.This paper argues that the government of Henan province need innovate the government management in the construction of the central plains economic region. First of all, innovate the idea of the government management, such as setting up the idea of the coordinated development of agriculture, industrialization and urbanization, and the idea of people foremost and Ecological civilization. Secondly, innovate the policy of the government management, mainly carry out the policy according to link the people and the land, and reform the land system, household registration system, the financial and taxation system and the system of collective forest rights. In the third, innovate the way of the government management, and real practice the administration by law, the democratic administration and the Service administration. At last, innovate the system and mechanism of the government management in the construction of the central plains economic region.
