Research Of Enlarging Foreign Labor Output In Henan

Foreign labor export in Henan Province, which started from the early80s of the last century, has become the one of importance ways in solving our surplus labor force after20years’development. Meanwhile, foreign labor export is one important component of our province’s foreign economic cooperation. We have a large population, with the rapid economic development, rural surplus labor, town laid-off workers and the college students are constantly increasing, the employment situation is getting worse. At the same time, in the world the fertility rate in the developed countries being reduced and the problem of aging population becoming serious made the demand of the labor growth quickly in the international labor services market. In the20years development of foreign labor services output, our province enhances the opening with the world, increases the revenues, eases the employment pressure, improves the human capital, and allows some people to earn wealth through their own hands. But, in the international labor market, the relation between the strong labor resources superiority and its share of the market of our province is unsatisfactory. The changes of the international economic and political situation, the unsound management system, the imperfect service support system and so on are the reasons of the low development of the labor export in our province. At this stage, the adjustment and upgrading of industrial structure is the problem which our province is faced with in the economic development. We need the support from the capitals, technology, labor force and other aspects, so at this situation, the expansion of foreign labor exports in Henan Province is becoming particularly important.This paper mainly using the mathematical analysis, experience and case analysis method, through four parts research the problems of foreign labor output in Henan Province and put forward the countermeasures and proposals. The first part describes the background and significance of this topic and presents the relevant literature reviews.In the second part, starting from the internal and external conditions, I mainly analysis the motivation to expand foreign labor in Henan Province, then study its feasibility of expanding foreign labor exports from its own advantagesln the third part, the paper discusses the current status of the development of foreign labor in Henan Province; then proposes the problems of it and analysis the cause of the problems in-depth.Last in the fourth part, by studying the lessons and experiences of foreign labor exports in the advanced areas and countries, the paper gives measures and proposals to help to expand foreign labor exports in Henan Province, hoping they can effectively solve the problems.
