The transfer of rural labor force is often the problem often new. Different stages of economicand social development, cognition and theory research on this issue in the background is different.Harbin is a big city with large rural urban is very obvious characteristics of the city. Theoreticalresearch on the agricultural power transfer at home and abroad which can give the Harbin labortransfer with the reference, and provide the corresponding theoretical guidance, this is the startingpoint of this study. To this end, we introduce some great influence at home and abroad, morerepresentative theory. Based on these studies, we can see some common problems of domestic andforeign labor force transfer。Study found that Harbin is the status of labor transfer and transfer intention of labor invarious counties are given priority to with31to40years old, up and down about50%.Labor forceof the floating population in the high school and the following transfer account for the proportionof the population is larger, older ones tend to be more locally or employment closer to home,young people tend to be more developed areas of employment, part is the rural labor force to thelow level of human capital, competitiveness is not strong, and had to engage in simple labor. Thestructural conflicts in Harbin the status quo of the labor market is. On the one hand, some technicalpersonnel, research and development personnel, enterprise development are badly in need of aserious shortage of supply of skilled workers, so that enterprises to nonlocal city paid also cannotcompletely meet the required; A large number of rural labor force, on the other hand, new laboremployment, personnel of unemployment of come off sentry duty and become a major socialproblem. Think that the cause of this contradiction is poor (1) the information transfer and theinfluence of market uncertainty,(2) labor disequilibrium between effective supply and demandreality,(3) the difference discriminatory treatment, reduce or weaken the labor transfer motivation.So put forward countermeasures:(1) to strengthen financial support to rural labor transfer in thecity (2) to strengthen the rural labor transfer of urban human capital accumulation,(3) set up rurallabor transfer of urban social network platform (4) to harmonious labor relations promotes thetransfer of labor force.The structural contradiction of labor market in Harbin formation is complex, involvingmany economic, political, social, cultural and other factors, the city life. To resolve thiscontradiction with new ideas, love the city, take new measures, focus on the next10-15years ofurbanization, industrialization,informationization, modernization of agriculture development,scientific planning, coordination and promotion.
